Hamza against Haradinaj's decision to raise salaries: Effects Negatively on Budget

Salaries in the public sector should be regulated by law, says Finance Minister Bedri Hamza, in an interview for Online Economy. The initiative for this issue to be regulated by law is imminent, but has not yet found application. But according to the head of the state wallet, salaries cannot be adjusted by particular decision, although days ago the executive head made a decision to raise his salary and part of his staff.
The prime minister's salary increase will also affect the growth of salaries in other sectors. So Hamza, said that there is definitely a need to level that because for the same job the salary is different at the Ministry of Government.
Hamza warns that wage leveling will also bring down pay if the limits are estimated to have been exceeded.
If this field is not regulated by law, then I'm saying responsible is incorrigible, there are people who, for the same job, for similar jobs are paid for, there are also within the ministry and within the government, so this reform regulates the entire public sector system of the public sector, including the assembly, and the presidency and the government”, Hamza explained.
Maybe somebody's paying up due to the correct treatment of this issue, but there are times if someone's overstepped enough limits has the effect of reducing pay. But I don't think that the question of public sector wages cannot be adjusted to specific decisions that have the majority of state regulations and that there should be Kosovo, there has been several attempts on this issue, but I believe that it is the last time of your public service and I want your civil service, health, police and all others to be regulated by laws and have a correct approach, within the public system”, the minister said.
Hamza says that any salary increases negatively affect the state budget because expenditures increase, but that is part of the obligations the institutions have taken, EO reports.
He even said that even the large number of laws aimed at establishing order in the public administration, even though they have budgetary costs, should be approved because it is the commitment Kosovo has received from the SAA.
Any decision that has costs has a negative impact on Kosovo's budget and impacts Kosovo's budget increases Kosovo's budget spending. I believe and it is part of our obligations that have taken the institutions of our country to push ahead with public administration reform”.
“We have long talked about some laws that have to be adopted, I as finance minister and in the assumption that these laws have additional costs the finance ministry will support in order to establish a rule and order in the public sector. Laws that are in legislative strategy and which the Ministry of Public Administration has taken on obligation, the Government of the Republic of Kosovo are part of the SAA agreement to push forward I believe will be addressed in the first six months of next year”, Hamza said.
