KIPRED Executive Director and former Kosovo Ambassador to the Kingdom of Sweden Lulzim Peci has come up with an interesting proposal regarding border demarcation with Montenegro. He has cautioned that the Agreement for Demarcation be submitted to the Constitutional Court before being sent for a vote in Parliament. But, the Haradinaj government rejects the possibility of such an action taking place.
Lulzim Peci, has proposed that the agreement for demarcation with the Montenegrin state be submitted to the Constitutional Court before being prosecuted in the polls.
In this way, as he put it, the compliance of the principle of determining the border on the basis of cadastral areas of municipalities with the Constitution will be considered and seen if the implementation of such a principle harms the territorial integrity of the country.
But the Kosovo government, rules out this proposal as an alternative to providing solutions to this issue, which is dragging the country on more than two years.
Halil Matoshi, political adviser to the Haradinaj government, tells Express that a practice which former Ambassador Peci has proposed is not implemented because international agreements do not interpret the Constitutional.
The international agreements do not interpret the Constitutional Court because international law has primacy on domestic laws”, it has clarified.
Meanwhile, former Kosovo Ambassador Lulzim Peci, through a Facebook post, has also commented on the Bullics report.
He has written that the Bulliqi Commission has brought no evidence that Kosovo's current borders do not match the cadastral borders of the Pec and Decani municipality.
Criticising the new Commission's report on Demarketing also came from US Ambassador to Kosovo Greg Delaway. For the ambassador, the report contains nothing more than bullshit.
