This is because of the security and verification of the Facebook account. The new system requires users to upload a photograph of themselves that clearly shows their faces, to prove that they are actually behind their address and thus avoid false addresses.
The photo test aims to help Facebook “capture suspicious activity at various points of interaction in the country”.
