EU investigators: Pristina airport uncertain, suspicion of financial misuse by Bekim Jashari

Investigators from the European Union's Office for Criminal Intelligence have made a special report on Pristina Airport, which says that breaking security protocols with radar and lack of generators is only one side of the problem, until they raise doubts about financial abuses on millions of projects. In this report that Express has, [...]
It was September 16, 2016, and the American State Secretary was to visit Kosovo. Two hours before his arrival at Pristina Airport, the current stopped. The generator did not start and with only two “reserves U n PS” The staff of the airport under the fever was expecting this senior American state official. Investigators of the European Union's Office for Criminal Intelligence (EUOCI), in a special report on EULEX, classified as confidential, describes the case in detail.
In this report provided by Express, EULEX raises concerns about serious failures in the airport's security system “Adem Jashari” and financial crimes on millions of projects, in which it claims to be included Director of the Agency for Air Navigation Services ( Bahri Nuredin.
“This (incident with the American Secretary of State) was not an isolated incident”, claims in this report, and it is said that the reason is that a second reserve generator that had to be secured, something that was never made, and an agreement on the use of the generators of the Turkish company LIMAK managing the airport was reached, but Bahri Nuredini had told his deputies that they should not make any noise about the matter until he returned from vacation.
A second generator was not secured, and in March 2017 another powered boat was triggered in Aeroport. The Express newspaper has reported on the incident, publishing content from another confidential report on the incident that took place in June of this year, where Pristina International Airport was without a communication system for about an hour. The documents provided by the newspaper Express prove that even the reserve system for communication failed. Everything failed, but it was trying to keep it a secret, and it was until it was released by Express.
In this confidential report of the EUOCI, which has the Express, concerns arise about three issues: dangerous damage with serious security consequences, such as radar and spare communication parts, serious risk resulting from the lack of reserve generator in Aeroport and, above all, serious allegations of financial crimes based on the ASNA management.
The first concern of the EUOCI has been mentioned in the radar crash located on Gollish hills. The first fallout had occurred in late 2016, December 28, and EUOCI investigators show that no concrete movement had even been made in changing the damaged radar until January 2, 2017. About five days of radar failure.
The report shows that on January 1st, I tried to change the broken radar part, but none of the technical staff was there, that it was a vacation day.
But during this time, although nothing was on the ground, the management had tried to send someone to Albania to buy the broken radar, part that could cost 20 thousand euros, and in the end it wasn't, because it wasn't the right part. On January 3rd, however, the problem was solved by repairing that damaged part at a workshop in Ferizaj, and costing only 100 euros, or 19 thousand and 900 euros cheaper than the stake being bought in Albania, the report warns.
The third issue raised by European investigators in this report, which was deposited in EULEX, is also suspicion of involvement in financial crimes by ASNA Director Bahri Nuredini.
The consulted sources have told EUOCICI) investigators that from the outset, there are irregularities and inconsistencies between numbers when flights and traffic are calculated at the airport in the middle of the Tower and reports coming to them from the Turkish company LIMAK.
There is a doubt about financial liberation of revenues calculated by LIMAK for the Agency for Air Environment Services”, the report said.
European investigators raise concerns about the tender “Funding and installing air navigation equipment” of 2011, which weighed 8.1m euros. The project was given, according to the report, to a company named “TCN” and he was almost finalised, but due to a debt of nearly 600 thousand euros, which ASNAH had this company, she indicted this institution, with which the contract practically broke and the project was not realised.
Although most of the money was given “According to the report, most of the equipment was never brought to Aeroport by this private company. “currently, the Control Tower uses equipment, supply of the 2004” KFOR, it says.
The report goes further, talking about a tender for changing spare parts for the necessary radar for Pristina Airport, one deployed at Goles and one in Albania. The value of the first tender for these devices was estimated to be no more than 20 thousand euros. But sources have told European investigators that the tender was changed suspiciously and it was given to the company “Bo-Tek”, but the contract was now to buy only one piece of radar rotor and cost 47 thousand euros.
European investigators also express concern over a contract by the Agency for Air Navigation Services, which has it with a private company named “H&B Consultants”, which receives 10,000 euros a month from ASNA for security services.
No service was offered by this firm, but the money was used by Director Bahri Nuredini to hire a friend, namely Isa Hayriz, as a driver, and some of the money takes for itself”, says the report in question.
EUOCI also raises doubts that Bahri Nurdini and Bekim Jashari, now Skyeraj chairman who once served as a member of the Kosovo Civil Aviation Authority, have established a construction firm under the name “Premium Group”, with which the buildings are built in Pristina, and that the money for this profitable business may have taken from any project at the airport.
All at the end of the report, European investigators show that for these violations of security protocols, which could endanger the lives of hundreds of people who travel by airplane through Pristina Airport, and financial misappropriations, even in millions of projects from the ASNAhouse management, the Government of Kosovo is aware. Even that past and former Prime Minister Mustafa himself was informed of this information. Investigators say that knowledge of this information is also the Anti-Corruption Agency, as well as the Kosovo Police, but say that denounciators of this information have never received answers from these institutions.
EUOCIU investigators say these allegations should be investigated for sure, but current EULEX officials show them in this report that, due to the strong political connections of persons allegedly standing behind abuses in question, the effects on investigations to prevent them will be inevitable.
Air Navigation Services Agency (ASHNA) was established in January 2016. This institution has operated under the status of the public company with the appointment of Pristina International Airport... “Adem Jashar”, which has been operating since 2011, respectively since the concession of terminal services at Pristina International Airport, which was sponsored by a Turkish-French company, the consortium “Limak” and “Aeroports de Lyon”
In this case, air traffic control was divided, which remained under the responsibility of the Government of Kosovo, and under which the institution took place, and the Terminal Services on the other hand, under private management of the consortium “Limak” and “Aeroports de Lyon”
