The Specialised Prosecutor's Office has found evidence to charge over 60 former leaders and members of the Kosovo Liberation Army. The accusations are related not only to war crimes but also to other acts performed by the end of 2000. Insander has learned that Azem Syla, Shukri Buya, Sokol Dobruna are among the first indictees.

Over 60 former leaders and former Kosovo Liberation Army soldiers will be charged by the Prosecutor's Office specialising in The Hague, Isander has learned.

The first instance is expected to be announced shortly after the ninth anniversary of Kosovo's declaration of independence.

Former Commander KLA, Azem Syla, is one of the first to be indicted and extradited to The Hague. Among the top KLA leaders charged will be Shukri Buja, Sokol Dobruna and Daut Haradinaj.

Under investigation for serious crimes are the president, Hashim Thaci, and the chief speaker, Kadri Veselin. Thaci, for his role as prime minister of the Interim Government and member of the General Staff, until Wessel for his role as head of the Kosovo Intelligence Service (SHIK).

Thaci and Wessel are not expected to be charged in the first wave.

The number of suspects for which sufficient evidence has been provided is over 60 persons”, said a source close to the Specialised Prosecutor's Office.

“Azem Syla is initially expected to be accused of his role as leader, known in Kosovo as "Blace 2" Investigations into the case in Kosovo have been suspended. The case has passed to The Hague”, this source has said.

In the case of Blace, seven persons who have committed murders and attacks on people identified as accomplices of Serbia and activists of the Democratic League of Kosovo are convicted.

Shukri Buja, suspected of his role in several crimes during and after the war. Among them is an attack on an Albanian family in Godanco, Lipjan.

Sokol Dobruna, meanwhile, is suspected of not preventing the arrests and untrialed killing of many as the leader of the KLA Court.

Until, Daut Haradinaj is suspected of his role in a case known as Radoniqi. It is believed that Albanians, Serbs and Roma have been killed and thrown into Radonic Lake. It's 39 casualties.

A person in Kosovo was convicted and sentenced for the case of killing an Albanian civilian woman. Killing and throwing her body into a ditch resulted in the discovery of 39 other victims.

Idriz Gashi, known as Galani, has been sentenced to 14 years in prison for war crimes. He has been found guilty of killing Sanije Balaj, with 12.08.1998 in the forest called Isufi's Lugu near the village of Vranoc, Peja, under suspicion that the late one was an accomplice of Serbs.

Gashi, had ordered Avni Krasniqi and Idriz Balaj to throw Salije Balaj's body into a Glogdjan canal, near the other 39 troops who were found in September 1998, and were identified in May 2007.

The Specialised Prosecutor's Office is also investigating post-war crimes until the end of 2000. Over 500 people, Albanians, Serbs and other members have been killed during this period.

The crimes are also being investigated in the killings of political opponents”, the source has said.

Another source has said the prosecution has found evidence in the case of Ekrem Rega's murder, known as commander “Drini”.

The Specialised Prosecutor's Office has mandated the investigation of over 70 criminal acts under war crimes and crimes against humanity.

The prosecution has legal grounds to investigate and judge crimes during 1998, 1999 and 2000. The Kosovo war has officially ended on June 20, 1999. The court will try crimes that have occurred during a year and a half after the war, such as the killings, the expulsion of minorities, the murder of political opponents, trafficking.

For several years after the war, there has been a series of murders, which, although untapped, have been described as a politically motivated murder.

In the Special Court bill, within the chapter of crimes against humanity under international law are those works carried out as part of a broad or systematic attack directed against the civilian population. There are murders, extermination, slavery, deportation, imprisonment, torture, sexual rape, sexual slavery, forced prostitution, forced pregnancy, persecution on political, racial, ethnic, or religious grounds, forced extinction of persons and other inhuman acts, and any other form of sexual violence.

Under the war crimes chapter, intentional murder, torture or inhuman treatment, including biological experiments; deliberate cause of severe suffering, or heavy body injuries; mass destruction and taking of property, unreasoned by necessity; obligation of prisoners of war or other protected persons; deliberate deprivation of prisoners of war or other persons of deportation or transfer of illegal possession or insulation; mass destruction; and the taking of property without cause of necessity, etc.

Other sanctioned works are the intentional deprivation of prisoners of war or other persons protected from the right to fair and fair judicial process, deportation or transfer of illegal or unlawful isolation and taking of hostages.

It mentions attacks on objects, the expulsion of civilians, damage to their property, damage to religious objects, and other activities. Law includes criminal acts of trafficking and organ removal.

In July 2014, executives of the Special Investigative Force (SITF) had indicated that they have found convincing evidence to file charges against some senior KLA leaders, following investigative work based on allegations raised by a 2011 Council of Europe report.

The Specialised Prosecutor's Office has never responded to specific cases of investigation, nor to the names of the accused.

The court was estimated to have been founded only for Albanians. However, two years ago the Kosovo Assembly made constitutional changes and adopted the Law for Specialised Chambers.

But, on Friday, a group of 43 deputies initiated changing the Law, following the collection of signatures by the KLA's OLV. The initiative failed after the Parliament's Headship had no corruption to prosecute the law in the Parliament.

On Saturday, Insander reported that everything was conceived by Thaci. Thaci had tried to change the Law through the Parliament to negotiate with internationals his arrest.

The country's president had drafted a detailed plan to save himself from the indictment. He wanted the Parliament to change the law, but eventually I wouldn't sign it. During the eight-day deadline for signing the Law, it is scheduled to negotiate with internationals and receive guarantees that it will not be charged in order not to sign the Law. This plan has failed when representatives of the Initiative for Kosovo had demanded that entry into force of the Law take place at the moment of approval in the Assembly, rather than at the moment of the president's signing.

Internationals reacted against this initiative.

Initially Ambassador Greg Delawie reacted through Titter that if the Special Court is cancelled, Kosovo's future could be jeopardised, then the US Embassy in Kosovo has warned that changing the Law for the Special Court will have negative consequences for Kosovo.

While Great Britain Ambassador to Kosovo Ruairí O'Connell, said the vote to abolish the law on the Special Court would be a betrayal of this commitment and would question whether Kosovo believes in justice.

But it's a state's maturity measure of how you solve the most serious charges against its citizens. Two years ago, Kosovo gave its word that it would face any charges and showed the world that it believed in justice, not in impunity”, O'Connell said. /Insander/
