According to the Serbian newspaper, Kutleschi's proposal within Kosovo's internal dialogue is the first to have drawn Serbia's president's attention, Aleksandar Vuciq.
His proposal also envisions political and territorial autonomy for Serbs in northern Kosovo, while Serbs living south of Ibri gain cultural, linguistic and information autonomy.
Also, the property of the Serbian Orthodox Church and medieval Serbian monuments would receive functional autonomy, while managed by the Serbian Institute for Protection of Monuments of Culture, or an authority in Kosovo that Serbia would pay.
According to the Serbian newspaper President Vuciq long ago, he has publicly mentioned Kutleshic's proposal. I'm surprised at what he said. If we thought so 10, 15 or 20 years ago, maybe some things were different”, Vuciq said.
Kutlesh explains that Kosovo would take seats in the United Nations, but Serbia would make a binding agreement that in international organisations (Kosovo and Serbia) could not vote against each other.
Part of his proposal is that the final solution would be adopted at an international conference in which the United States, China, Russia, Germany and France would participate, which would be guarantor of the agreement.
Serbia would have to seek from Brussels a guarantee for membership in the European Union if such an agreement would be signed”, Kutlespic says.
