Problems with the evacuation of rural areas are not only in Albania, but also in Switzerland.
A small picturesque village called Albinen has been reduced by only 240 permanent residences in recent years.
The school was closed, and the few families still living there are thinking of leaving. To avoid the evacuation and disappearance of the village, local leaders have come up with a plan.
They propose that 21 thousand euros a year be offered to each major resident and another 10 grand to their children, but a year if they choose to be permanent residents of the village.
First, though, certain conditions must be met. First, those who want to move there to take advantage of this scheme must be under 45, and married couples with at least one child have priority. Second, the property they have to buy there must be more than 150,000 euros and be the first residence for the buyer.
The proposal will be put to referendum, while local authorities claim the financial cost is fully affordable.
