Court of Appeals ruling by which Z The RRE has been forced to cancel its decision obliging Kosovars to pay electricity bills to Serbs in northern municipalities, has awakened enormous growth in opinion, as Z. THREE as responsible is the mechanism created by Kosovo institutions.
Behxhet Shala chairman of the Council for the Protection of Human Rights and Freedoms says regular consumers must either return money or compensate for energy spending.
Kosovars have paid over 8m euros a year for Serbian bills, and for that, the ZRRE and KEDs must provide criminal responsibility.
There is no state in the world where a consumer pays for consumer energy spending only because it is of another ethnicity. In the event that they don't have money to pay a category of people can be classified as a social category, but Kosovars pay the current spent on the Serbs in northern municipalities that is unreasonable and human rights violations”, he has said.
Shala has indicated that if this had happened in any other state, not only would the government fall, but it would have triggered major protests because it is in question over 8m euros a year, and since the post-war approaches a billion dollar figure that regular consumers have paid for Serbs.
“Z RRE and KEDS, should be given responsibilities immediately because unless it is morally illegal it constitutes a criminal offence, for the fact that the Appeals Court's decision has abolished the ZRE decision, where it forces consumers to pay for Serbian bills”, Shala says.
According to him, criminal responsibility must be sought by the prosecution organs because it is a sufficient basis for the court's recent decision.
“The ZERE, in the absence of a decision-making board, is arguing that I cannot abolish such a decision, but it is the court's decision to form a firm form and must have as soon as this form of payment of these claims is terminated. It is strange why citizens did not react to this scandal because such a destiny enabled institutions out of the government and the Kosovo Assembly has had to protest because it is the only way to claim their rights and return the money they have paid for to Serbs”, Shala has said.
