Minister of Foreign Affairs, at the same time chairman of the New Kosovo Alliance (AKR), Behgjet Pacolli has declared that the Association of Serb-based municipalities will be formed, but not in this period. Pacolli, in an interview for the Serbian daily “Telegraf.rs”, has said the primary problem for Kosovo is actually demarcation with Montenegro.
According to him, talks between Kosovo and Serbia should definitely continue in Brussels. However, he says the agreements signed between the two states should be implemented by both sides, not just one, broadcast Indesksonline
I think there will be an association. But you know, we have some problems in our Parliament. Now we have a problem with demarcation with Montenegro. You know we're in the visa liberalisation process. I think all that has been agreed on in Brussels should be implemented by Belgrade and Pristina. Obligations must be committed”, he said.

Furthermore, Pacolli says the dialogue should follow but be a little different from the previous one.
“What does it mean to guide a dialogue? So when both sides reach an agreement, this agreement is good for both sides. I think such a dialogue should come and I hope this dialogue includes the topics affecting the improvement of the” standards, it is expressed.
The Kosovo chief diplomat has spoken even about forming the army, respectively, transforming Kosovo Force and Security into Armed Forces (FAK).
