This is Daniel Serwer's list of what the United States should do:
) The US is responsible for three Balkan peace accords: Bosnia, Kosovo and Macedonia, preventing the war for more than 15 years.
All countries in the region have made considerable progress in political and economic reform.
But progress has slowed down, even blocked since the European recession.
The Greek financial crisis, the massive flow of refugees from the Middle East and Africa, then Brex, has raised doubts that the promise of EU membership can be fulfilled as soon as possible.
EU attraction is not functioning as before, despite Mogher's strong statements.
This is a problem for the United States, because we've been depending on Europe to carry the burden in the Balkans, with US support when necessary.
But if Brussels fails, peace agreements can be dissolved with serious consequences, such as increasing migration, not only through but also from the Balkans, then increasing radicalisation of Balkan Muslims and increasing Russian problems near and even within NATO.
What is needed is largely a diplomatic and non-military effort to complete the peace processes in the Balkans so that all countries in the region can enter NATO and the EU if they want to.
This diplomatic effort may include:
*Recommanding with Brussels for the existing Balkan borders and states, including a scheduled response for any planned independence referendum in Republika Srpska.
*Swift membership in NATO and the EU.
* Focusing on rule of law, especially against corruption and countering extremism.
* Added emphasis on the co-operation of the National Guard with Serbia, Bosnia and Herzegovina, Kosovo and Macedonia.
* The establishment of a right in the region and the effort to reconcile.
* An added effort to resolve the country's specific issues: Bosnia's constitutional and electoral shortages, Kosovo's membership in the UN and Macedonia's name.
In addition, we must counter Russian problems by reducing the Balkan dependence on Moscow gas, sanctioning those who finance Balkan leaders who threaten peace, strengthening our media skills and consulting the Balkan governments for the intervention of Russians in the election.
) These are not expensive but important things. Their realisation would preserve peace and stability, avoid great costs, limit Russia's turmoil and give us many secure and prosperous friends.
