Minister of Finance shows how much total revenues have grown

The Kosovo government at its next meeting has approved today's nine-month budget report 2017, as well as administrative guidance for the Information List for Official Identification of Human Trafficking Victims.

Finance Minister Bedri Hamza said that the total revenues for the January-September 2017 period have marked 4 per cent growth, corresponding to 46.5m euros more compared to the nine month of the preliminary year, which mainly comes from customs revenues.

Hamza said admissions during the nine-month period have marked a 5 per cent increase, compared to the same period in the preceding year.

It has also said that in terms of borrowing revenues, according to Hamza they have scored a 23.15m-euro increase.

The total admissions over the nine months have marked a 5 per cent increase compared to the same period in the preceding year. This increase has been extended by regular tax revenues, customs, non-tax revenues, and financial admissions. In the meantime, total payments have seen an increase of over 7 percent, with the largest contribution to this growth during this period generating capital spending, and increased spending through subsidies and transfers and services goods spending. The data shows that the growth trend is close to the projected boundaries, reaching 99 percent of the plan for the reporting period, indicating a care in the awareness of spending. In line with the actions undertaken so far in total revenues for the January-September 2017 period, it has scored a 4 per cent increase, corresponding to 46.5m euros more, compared to the nine-month preceding year. As we compare with predictions, we have a performance that will be compensated for 12 million in the rest of the year. As for borrowing revenues, they have marked an increase of 23.15m euros, of which domestic borrowing represents 33 per cent of total borrowing during the reporting period, foreign borrowing is primarily connected to the disbursement of 1.4m euros, for financial support of the release from the programme with the international monetary fund”, he said.

In addition to the spread of spending, Hamza said there has been a 7 per cent increase compared to the preliminary period last year, affecting the figure 1 billion of 191m euros.

“As far as overall budget expenditures are concerned, over the reporting period, have reached 1 billion and 191m euros for the ninth month of 2017, or 7 per cent more compared to the costs made during the same period. This increase is largely driven by the best executive of capital spending, which has increased by 19 per cent compared to the previous year, had an increase in the category of subsidies and transfer expenditures, is 9 per cent, and in part by an increase of about 6 per cent in the body of expenditures”, he said.

He said there is an increase in the balance of funds totaling 169m euros, but according to him, these funds in the latter part of the year when spending dynamics increase will come as planned.

Justice Minister Abelard Tahiri said that the administrative guidance draft for the Export List for the Official Identification of Human Trafficking Victims is a measure for fulfilling the legal framework in order to facilitate victims' identification.

The “submits one of the Justice Ministry's measures to complete the legal framework in order to facilitate the identification of victims by police, criminal, judicial and social authorities, which may be in touch with potential victims of human trafficking. By means of this administrative guidance project, the provisions in which indicators and formal identification of human trafficking victims are determined, based on elements of the criminal work of human trafficking”, he said.

Tahiri also said this guiding project regulates the classification of indicators for formal identification of human trafficking victims, action indicators, threat indicators, target indicators, as well as indicators for identifying exploited children.

With the decision adopted at the meeting today, financial means worth 18,400 euros have been allocated to 80 people with limited skills for supporting rehabilitation programmes in Kosovo baths. The benefits will be from 10 people from the following associations: 1. The government has also approved the decision to compensate for the paraplegic and tetraplegic persons in the amount of 150 euros. Personal custody is compensated for the same amount.

The country's executive at this meeting has also adopted the preliminary decision on expropriation for public interest in property affecting the construction of the Pristina-Mitrovica road and Pristina-Eat of Elez, as well as initiatives for linking the international agreement between the Government of the Republic of Kosovo and the European Union, for cultural and creative sectors, and we launched for the initiative to link the tourism development agreement between the Republic of Kosovo and the Republic of Turkey.

The government has approved the decision to approve the report on Catagoric Affairs issued by the KLA, according to the NLA's list/registers of the Government Commission for verification and recognition of witness status, invalid, veteran, member and KLA exile.
