The American decree was issued a month ago on September 13th. From what is read from the reconstruction of the New York Times, it is not clear whether Moscow has managed to steal information reserved by American agencies involved. And there is no evidence that it was the 007 Israelis who infiltrated the antivirus and warned Washington.
Of course, a June 2015 report, published by Kaspersky, had found the attack on his system to be like an earlier episode, which occurred in 2010, and baptized Duqu. The attack, in that case, was organised by the Israeli-American coalition and served to infiltrate the country's night nuclear structure in Iran, as well as to destroy a fifth of the rocket heads, thanks to informal weapons.
