Justice Vow Marmulaki: 40m euros were lost by the EU, but with this trend we could lose 400m

Kosovo has already lost at least 40m euros from the European Union's Growth Plan, but according to senior researcher at the Kosovo Institute for Justice (IKD), Kemal Marmulaki, if the country continues with this trend, it could lose up to 400m euros.
Marmulakaj, in a proposal for “Law Trust”, has said Kosovo has lost over 40m euros because Kosovo institutions failed to comply with the deadlines agreed with the European Union.
“Mby 40m euros from the Growth Plan have been lost because Kosovo institutions have not respected the deadlines agreed on with the European Union. All those steps that have been part of the Development Plan and have had deadlines in the first quarter of 2025, the deadline for their implementation has been in the 2nd quarter of 2026. Therefore, for all the steps that have not been implemented, it has not been achieved to obtain resources from the European Commission”, Marmulaki has said.
According to Marmulakit, the responsibility for losing over 40m euros belongs to the Government and the Assembly of Kosovo.
In principle, responsibility is institutional. It is the responsibility of the institutions of the Republic of Kosovo, the Government and the Assembly in particular. All steps that are involved under the Development Plan require functional institutions. Some of them require approval only from the government, but most require approval from both the Government and the Kosovo Assembly. In principle, we have to have functional institutions to implement the” Growth Plan, Marmullaki said.
According to him, if this trend of failure continues, then Kosovo could lose up to 400m euros from over 882m euros as much as they are dedicated to the country.
Kosovo's “Institutions must attach importance to the process of European integration in general and to the Growth Plan in particular. Over the next year, within the framework of the Development Plan, over 50 steps must be implemented during this period. Therefore, institutions must take these steps seriously so that we do not continue to lose tools from the Development Plan. We should remember that there are over 882m euros that Kosovo can benefit in the process. If we continue with the trend of losing half the means within time terms, then Kosovo will fail to benefit even 400m euros from the means dedicated to”.
