Serwer message to politicians: Start work, form Government

American Professor Daniel Serwer has talked about political issues in Kosovo as well as the institutional blockade.
Serwer said Kosovo has had a bad year, referring to the president's absence.
He has said he believes institutions will be formed this time around, adding that compromises will be necessary.
Serwer said the very fact that Kosovo is the parliamentary system and the president is elected by parliament according to him is a challenge in forming institutions and that compromises must be made for that.
You know, parliamentary systems have such moments and you've had many of them over the last year. That was pathetic. Honestly, I think it hasn't been a good year for Kosovo. It is difficult to convey an image of the stability of institutions and their stability when you cannot form a government when you cannot elect the president. So I really hope you'll succeed this time. Compromises will be necessary. People will have to govern together, maybe a little more than in the past, but this is feasible and I hope it becomes”, Cerer told Online Economy, broadcast Periscope.
He said such problems exist in other countries, which lead with the institutional system.
The key problem is natural in the institutional system itself. As you know, it is a parliamentary system, where the president is not elected directly by citizens, but by parliament, while the government must be approved by parliament. So you have much more experience than I do, and other countries with parliamentary systems have big problems. This is not unusual in parliamentary systems, but it has not been good for Kosovo, and three sets of elections have brought this situation”, Cerer said.
He said it must be worked to form the government and that other details will be discussed again.
I think I just said: start working, form the government. Every other detail I believe will discuss both privately and publicly”, he said.
As far as American gas is concerned, Serwer said he's not very aware of the issue, and he can't give recognitions on it.
“won't comment on the matter further, because I don't understand it in detail. One of the problems with American gas is that it is very expensive, and I have to respect those who say the cost is too high. I haven't studied this project in detail, so I can't give an assessment if it's good or not. Of course, anything that's useful, I would like Kosovo to use American gas. I think gas is much better than lignite. I'm sorry to say this, but from my point of view it's better for people and the environment. However, this is a matter of cost and politics, while the aspect of cost is something I don't understand enough”, he said.
In the end, he said that despite the different governments Kosovo has had, basically friendship with the US remains the same.
“As I said, Kosovo has had different governments over the years, but basically friendship with the United States has not changed”, Cerer said. /Periscope
