DnV shows irregularities recorded in today's election

Democracy in Action, says that since the opening of the deployments at 7: 00 a.m., according to (DnV) observers “the voting process across the country is slowly flowing”. By 12: 00 p.m., the right to vote has been used by about 12% of citizens (+/ 0.4% error strategy), the report follows.
In Serb-run municipalities north of the country, the “medal at the polls is reported to be over 24%, which is nearly double higher than the country's overall exit average”.
“Pristina and Ferizaj have recorded the largest exit so far, with 13.2%. The slightest exit is in the region of Prizren and Gjakova, 9%”, the announcement follows.
Voting rights in Kosovo in these elections have 1,959,962 citizens.
We recall that the exit of voters in the same time period in the 28 December parliamentary elections was 13,7%”, the announcement noted.
My irregularitiesW expression in voting process
Despite the short deadlines for organising these elections, the CEC has long informed voters of their polling centre and has provided opportunities for their change through the online platform or the Municipal Election Commissions. However, there are reports on the ground that there are many complaints in this regard.
By 12: 00 p.m., difficulty finding the name on the List, therefore to identify the adequate location has been reported at 48% of the locations, but that the number of cases has been small, up to 10 such cases.
But there have been places where no names have been found on the list up to 30. At this extent, this has been encountered at 2% of the polling sites, to avoid delays and discontent, we invite voters to leave to vote again to verify the centre they are assigned to vote through the link https://qv.kqz-x.org”, said in notification
Assistance Vote
“In an effort to better manage the assistance vote, The CEC is forcing all those who want to vote with assistance to present in advance a medical document or booklet issued by the field specialist or the respective institution. This to prove that they are unable to vote on their own without help.
The stricter implementation of the rules for the assistance vote that has started since the December 28th 2025 elections has resulted in a sharp decline in this phenomenon compared to previous election processes. It is reported that by 12: 00 p.m. less than 0.1% of voters have voted with assistance, showing the effectiveness of these measures and the restriction of possible misuse. This phenomenon is counted at 33% of the locations even though in very isolated cases.
We recall that in the February 28th elections, according to DnV, 1% of all citizens have voted with assistance at the same time interval. Compared to February 9th, this percentage was even higher, about 6%.
By noon, commissioners in the overwhelming majority of deployments are implementing the rule and are looking for documents to allow for assistance voting. Moreover, at 32% of the deployments, even though voters have sought to vote with assistance, they are not allowed to vote in the absence of mic documents.
As a general trend, assistance voting is being recorded in the book, but there have been no lack of cases where assistance voting has not developed a set of rules, and this has happened at 3% of the polling sites, where up to 10 cases are not recorded at all in the Book of Votes. As a phenomenon of. It's more expressed in the Prizren region, almost twice as high as at the country level.
We recall that an assister has the right to help only one voter, while accredited commissioners or observers are strictly forbidden to offer any assistance at the polls.
There have been several isolated cases when more than one voter has stayed behind the voting booth, and as a phenomenon at 9 % of the deployments.
Vote With Invalid Documents
DnV has found that there have been up to 4 cases of identity with expired documents in 14% of the deployments, despite rules that do not allow documents with expired deadlines. This phenomenon is more pronounced in the Prizren region.
Vote Photo
By 12: 00 p.m., 12 cases of voting at a total of 10 specific locations were reported in the Prizren and Gjakova regions. This trend is roughly the same as the December 28th election. As a phenomenon, photographing the vote and making it public is supposed to link with violating the secrecy of its vote or purchase, but also fearing voters and distorting its will”, the announcement concludes.
