"The commander won't find me as High Representative in Bosnia", Schmidt criticises Dodik at the Security Council

High Representative to Bosnia and Herzegovina Christian Schmidt has appeared at the UN Security Council session in New York, where he has read his six-month report on Bosnia and Herzegovina.
“Bosnia and Herzegovina are moving on a narrow road that goes in two directions. One is the way of stability and economic revitability, rule of law and standards of democracy. The other route is stagnation, towards which political barriers and gradual degradation of state institutions” lead, Schmidt said at the beginning of the speech.
He stressed that the security situation is stable, but threats still exist. He praised the EUFOR/Althea mission for working on stability and security in Bosnia and Herzegovina, but also issued a warning.
“Stability is not institutional health. Although there is no imminent security crisis, there is a crisis of functioning institutions and political responsibility. This affects government governance, economic development, and the lives of citizens. Efforts to undermine state institutions through blockades aimed at halting the fulfillment of obligations for which” was created, he said, Telegrafi reported, broadcast. Periscope.
Schmidt set four priorities for this year: preservation of institutions and their role under the Dayton Agreement; return of the functionality of institutions; resolving the issue of state property; and creating conditions for introducing election technologies before the 2026 general elections, reports Clix.ba.
He reiterated that the blockades of state institutions significantly influence the situation in Bosnia and Herzegovina, stressing the existence of a climate of no-confidence driven by divisive and degrading ravages over co-operation that is vital to the country's future.
“Narativas presenting Bosnia and Herzegovina as a future area of the collapse of civilizations has resurfaced in this period. These narratoria do not reflect reality. They promote fear and do not offer solutions for co-operation and compromise. There is much work in this direction and it is important not to allow the expansion of extremist and terrorist groups. Republika Srpska leadership steps in October 2025 helped free the state from political blockades and opened up the possibility for the international community's more active role. However, this so - called ʹdeespass has brought no improvement. Instead, the RS leadership questions Bosnia and Herzegovina's territorial integrity and undermines security and reform processes”, Schmidt said.
He particularly stressed the role of SNSD President Milorad Dodik, and his rhetoric, especially the refusal of multiethnicity in the Republika Srpska entity. He also cited a letter sent by Bosniaks living in RS, where the RS leadership rhetoric reportedly negatively affects co-existence and the sustainable return of refugees.
State ownership was also one of the main topics of his report, where he said it was not done enough to resolve this issue.
This unresolved issue has become a burden and obstacle to investment and economic development. I remain convinced that conditions must be created urgently for state property to be used in public interest”, he said.
Finally, he also commented on his leaving office, calling it a personal decision.
“I have already placed on the agenda of the next Peace Implementation Council meeting (PIC) in June the issue of identifying and appointing the new high representative. The process of naming my successor has already begun and I expect to leave the post in June”, Christian Schmidt said in his latest report to the UN Security Council. /Periscope/
