Kosovo must certainly be ready for dialogue with its northern neighbour, always with the mediation of allies. But no one has the right to accept solutions, even though they may seem technical, that normalise the functioning of parallel structures. It should not be accepted to place a quous quo. Early in its mandate in 2021, Kurt abandoned dialogue for mutual recognition and final legally binding agreement. At that time, general agreement had been established with allies that dialogue should only be developed for final agreements, in which all remaining issues in technical dialogue would be addressed, taking on international norms and standards of normalisation of inter-state co-operation. In addition, European and American leaders stressed support for such an agreement.
Now, after years of EU sanctions and criticism from other allies, Kurti is forced to deal with the normalisation of parallel structures.
