Hoti-Kurt: Normalizing the functioning of parallel structures

Early in its mandate in 2021, Kurt abandoned dialogue for mutual recognition and final legally binding agreement. At that time, general agreement had been established with allies that dialogue should only be developed for final agreements, in which all remaining issues in technical dialogue would be addressed, taking on international norms and standards of normalisation of inter-state co-operation.
