The number of complaints filed by officials from the Ministry of Agriculture, Forestry and Rural Development (MBPZHR) at the Independent Council for the Kosovo Civil Service (KPMSHCK) is extremely disturbing for the manner of managing this ministry. 

Periscop has asked for access by the KKPSHCK for the number of complaints that came from the ministry that once led Faton Peci, number two was Secretary Venera Cherkini éza of President Vjosa Osmani.

According to official data for September 2023, January 2026, 15 complaints were recorded during the year 2024, and in 2025 there are 14 of them. Compared to the year 2023, when there were a total of 6 complaints, growth trend is visible and disturbing. That comparison alone requires understanding that the institutional climate within the MBPZHR seems to have deteriorated.

More alarming is the structure of decisions. In 2024, out of 15 complaints, 12 have been approved and 1 partially approved means that in 13 cases it has been found that officials' claims have had a basis. Even in 2025, out of 14 complaints, 11 were approved and 1 part approved. This implies that in the overwhelming majority of cases, the decisions or actions of the ministry administration are considered unfair or contrary to the law.

An institution where over 80 percent of complaints result in rights for complainers cannot relat to the situation, except that the figure suggests systemic problems in human resource management, disciplinary procedures, or administrative decision making.

Such violations, as Periscop sources say, are endless, but not all MBPHR officials have filed complaints at the KKPSHCK.
