Rama warns legal measures in case Pristina's budget is not included in the 2026 budget law

He announced that on February 6, 2026, the Capital Assembly approved the budget for 2026 and that it was submitted within legal terms to the Ministry of Management of Local Power and the Ministry of Finance, but was not included in the draft law currently under parliamentary procedure.

This action is done without justification and without any legal basis. This is not administrative neglect. This is direct violation of constitutional order,” said Rama.

According to him, the Pristina municipality budget is the only financial document that gives the capital the power to exercise its constitutional competencies, and any arbitrary exception constitutes flagrant violations of local autonomy and laws on public finances.

“The consequences are not theoretical. They are real and immediate: public services blocked for citizens, capital projects stop, and institutional functioning of the capital is paralysed,” said Rama.

He stressed that no one has the right to take Pristina hostage and that no institution has a mandate to place the capital outside the Republic budget system.

The capital, according to him, has officially addressed the Commission for Boards, Labour and Transfers of the Republic of Kosovo, as well as the Speaker and Headship of the Parliament, demanding the immediate and full involvement of the budget approved before the final vote of the Law on the 2026 Budget.

Similarly, the Ministry of Finance has been asked to present in writing the legal basis of non-involvement, immediately correct this violation and provide answers within the legal deadline.

If the Law on Budget 2026 is passed ignoring the capital's approved budget, it will be sent to the Constitutional Court. At the same time, responsibility will be sought by any central-level authority that, by misusing office and legal authorisations, aims to sabotage the capital,” said Rama.

“The license is not a matter of will. The law is the obligation,” he stressed.
