The Association for Patients' Rights in Kosovo (PRAK) expresses concern about the deployment of daily payment for family/representation of patients to KKUK clinics and general hospitals.
PRAK points out that the attendant is not a visitor but often a necessary part of patient care. Family members help to provide drugs and tests outside the public institution, nutrition, hygiene, mobilization, and emotional support, especially for children, older patients, chronic or functionally disabled.
Seting a fee for this role creates additional burdens for families, disproportionately affects sensitive categories and risks penalising a support mechanism that the system itself considers necessary.
PRAK estimates that infrastructure and organisational challenges in hospitals should not be solved through family tax, but through sustainable policies:
Strengthen staff capacity,
Improve supporting services,
and provide dignified standards of attitude for patients.
The PRAK calls on institutions to lift this fee and increase internal capacities to meet patients' needs. An institution that wants to work properly, its approach begins by addressing people's needs for services, not by sanctioning them.
Patient should not be punished for needing support.
