Kosovo wins pre-finance rights over $60m from Growth Plan

The institution confirmed that Kosovo has already applied for pre-finance release of up to 7 per cent of the total amount envisioned under this instrument.
“Now that agreements related to the Reform and Growth Instrument have been ratified, Kosovo has the right to receive pre-finance. Once these laws are officially announced and the Commission is communicated, and provided general conditions are met, the release of funds under the Growth Plan” can be made, a European Commission spokesman has said.
Kosovo from the New Growth Plan benefits about 880m euros. The pre-finance tools for which Kosovo has the right to receive immediately are in many of over 60m euros.
The preconditions the country must meet further for obtaining financial means from the European Development Plan, along with necessary reforms, include macroeconomic stability, sound public finance management, transparency and budget supervision, protection and respect of democratic mechanisms, as well as constructive commitment to normalising relations with Serbia.
As was unofficially explained, the amount of pre-finance of 7 percent of the total value is available for each beneficiary country. Other payments are made after the general conditions are assessed, and that applies to each payment made. The same procedure applies to each of the region's beneficiary countries. / RTK
