Based on Article 80, paragraph 4 of the Republic of Kosovo's Parliament Rule, I submit amendments to Bill No. 10 L-001 on budgetary divisions for the Kosovo Republic budget for 2026.
Amendment 1
In the Boarding Organisation “, the Ministry of Environment, Space Planning and Infrastructure” with code 205000, there is a change of/fulfillation following:
In the “Medis” program, code 213175, under the “Water Pelgee Regional Authority”, code 213177, table 3.2, “Central Level Capital Projects”, add a special budget code for construction Yeazerci's collectors.
Reason
The Iber '%Lepenci hydrosystem has not been implemented overall, as only the Ibër segment has been implemented so far, while the Lepenci project remains unfinished. This situation makes the project functionally cut and significantly limit its strategic impact. In the long term, this hydrosystem has vital importance not only for providing drinking water but also for industrial water supply and agricultural irrigation, directly affecting economic development and environmental sustainability. In this context, there is a particular role in the Jezerci Waterse, which represents a key node for central Kosovo, especially for the municipalities of Ferizaj, Shpenje, Kacanik, Hani of Elez, Shrpca and Year. For these areas, the project is essential for ensuring sustainable water supply and for meeting future challenges related to increased demand and climate change. Similarly, with the full implementation of this hydrosystem, the revival of Bifurkation, a unique natural phenomenon that constitutes a special identity for Ferizan, giving the project not only functional value but also particular environmental, tourist, and symbolic importance.
Amendment 2
In the budget organisation “, the Ministry of Foreign Affairs and Diaspore”, code 216000, code 216258, with code 14300, table 3.2 “Capital Projects for Central Level”, add the particular budget code dedicated to mrgata New $50,000 funds should be added for 2026.
Reason
Strengthening cohesion within the diaspora is vital to strengthening identity, language, culture, tradition. The budget envisions buying operational cars for embassies worth 500,000 euros, while no concrete support for the rgata was provided. This shows a difference in priorities, leaving aside one of the main pillars of our country.
Investment in cultural, artistic, sports and educational activities would help preserve national identity and strengthen ties between generations. Likewise, the creation of funds for supplementary Albanian-language schools, support of cultural centres, and the organisation of the diaspora economic forums would strengthen the supply link with Kosovo.
A balanced budget should reflect not only administrative needs but also the diaspora's strategic importance for Kosovo's future.

Reason
The “Project construction of the sewage treatment plant Ferizaj” is a necessary investment in improving environmental infrastructure and protecting public health. The lack of adequate sewage treatment capacities continues to present a serious challenge, with direct impact on environmental pollution and the quality of citizens' lives. Enhancing new funds worth 6,000 euros for 2026 is essential to significantly approaching realisation and completion, enabling the advancement of major stages of implementation and reduction of environmental impacts in the region.
