Grubi was detained earlier at a border point after returning himself to the country after more than a year's stay abroad. To him it had been announced as a warrant, having left Macedonia two days before the handover of the criminal outcry, even though it was in the so-called “top-list”. However, a border policeman had allowed border crossing
The investigation against him is led by the Skopje Prosecutor and relates to allegations that, as the director of a government session, he had approved the State Lottery's request for public supply with VLT-terminals, even though the institution had no legal right to organise fortune games independently. Grubi is suspected of criminal activity “transition to service”.
The procedure opened after the U.S. decision. Department of State to place it in “blacklist”, due to allegations of involvement in corrupt actions and influence in judicial processes related to former secret service director Sasho Mijalkov.
Since the investigation has already been completed and Grubi has returned to the country himself, it is possible for the prosecutor to propose a measure softer than effective detention, such as home arrest or other restrictive measures. The judge of the preliminary procedure will therefore decide, which will assess the risk of escape and the possibility of impact on the procedure.
Grubi has been the first deputy prime minister in the ruling coalition of Macedonia's Social Democratic League and the Democratic Union for Integration, as well as minister for political system and relations between communities. In some cases he has also directed Government in the absence of the prime minister.
