Justice Minister Albulen Haxhiu's response to the ban on an official of the Centre for Social Affairs in Pristina has prompted the Association of Social Work Centres response. This association has said it is concerned by “statements and political pressure and interventions by the Ministry of Justice”.
On Friday, the Constitutional Prosecutor in Pristina announced the ban on two QPS officials under suspicion of misusing the official position. Both officials, with V.M. initials, according to the prosecution's announcement, have allegedly employed about 10 people illegally and that one of them has employed as a manager for handling a case of sexual violence, “in spite of the fact that engaged in failing to meet the legal conditions to handle such a case and sensitive”.
A few hours after the prosecution's announcement, Justice Minister Albulen Haxhiu wrote on Facebook that on July 13th he had announced the responsible persons that the person appointed as the manager for handling a case of sexual violence, “was not licensed by the Justice Ministry”.
“Vlerating the serious treatment of this case, by police and prosecution. Every public official like us is under obligation to apply responsibilities under legislation in force and especially in cases of minor children. Centres for social work will have our support, but we will not tolerate the violations of”, Haxhiu wrote on Friday.
In a response Saturday, the Association of Social Work Centres has said that Haxhiu's approach “could be a dangerous precedent for the future of professional work by professional workers of social services and QPS”.
The association has demanded from the justice mechanisms independently and without interference in the ban by QPS officials in Pristina.
The association has now presented the challenges facing the QPS by accusing Prime Minister Haxhiu that “should take care of meeting its obligations in the face of responsibilities that it has and not of taking on and meeting QPS individuals in such form”.
QPS have complained they have a lack of human resources, logistics, financial means for service offerings, and have said they have all expressed it at meetings at all levels.
The ongoing KPS association has expressed its sorrows, from the breakup of the Department of Social Management, the reorganization of the Department of Social Policy, where we have expressed and estimated that all of these have damaged the approach of social policy drafting and the strengthening of the social welfare system in general. For over a year, it has not been consolidated the composition of the General Council for Social and Family Services, which the mechanism is responsible for addressing the requirements and licensing of individual social services providers, which the responsibility has met with the Ministry of the Line to meet. And as a result, many domestic services from the public and non-government services have been waiting for more than a year and are still waiting for licenses for service delivery”, said in response to the QPS Association.
The QPS has also complained about the failure to define the social and family services bill, fail to complete administrative guidelines, and the failure of the internal regulation to organise and systemise the dictatorship.
The Ministry of Justice should take care to assist the QPS before it attacks, to strongly respond to the forward walk of the Law on Finance of Local Power, where the grant is provided specifically for social services that means finance for efficient and quality services. It must restore to legislative agenda the law of social services and clearly define the standards for social workers' engagement with the specifics and head indicators”, said in response.
The QPS association has said Haxhi's statements have been forwarded with links and threats to officials. He has demanded from Haxhiu “that until the Court confirms legal violations be taken care of with public statements because it may endanger the lives of people in question and therefore bears responsibility”.
“Zeja Haxhiu and others in political positions should understand that the exercise of influence for professional management is strictly forbidden with the Social and Family Services Law. Madame Haxhiu's approach to the case should be comprehensive, not demanding selective justice”, said in response.
Finally The QPS have demanded reflection of all parties in the system, both from the central and from the local one.
