This is Prime Minister Kurti's full address after meeting in Brussels

Dear journalists,

Dear citizens,

Thank you for hosting us, so that we can address you regarding the upcoming summit here in Brussels, under mediation, the relief of European Union for Foreign and Security Policy High Representative and European Commission Vice President Josep Borrell, and his special European Minister Miroslav Lajcak.

At this summit, I have proposed a sequenced guide for implementation of the February 27th Brussels Agreement and the Ohrid Implementation Annex 18th.

This proposal, this sequence of what steps to implement the Basic Agreement that we agreed on, will be able to distribute to all of you at the end of this media conference.

The other side, so the president of Serbia, has given no proposals and the meeting has not had a result.

There was no compromise, since there could be no compromise between the old sequence proposal and conditioning.

When I asked during this meeting to see Serbia's proposal, because Mew said he had one, the mediators were unable to bring him in.

And only after the end of the meeting did it give a two-page in English and Serbian in Cyrillic, which represents an old document of at least six months, which means it can't be a sequenced guide as the Serbian side's proposal, but was in fact a document of Serbia's conditioning that should once be implemented the Association of Serb Major Commissions, so that the deal of 10 years ago, and then we will eventually be able to move into the implementation of this Headquarters Agreement.

I had to tell you that we are not in April 2013, when Baroness Ashton, her adviser Robert Cooper, and the prime ministers of that time Hashim Thaci and Ivica Dacic were in the room. It's not the 2013 deal.

Clearly, Article 10 of the Basic Agreement says all previous dialogue agreements in Brussels, which are binding and valid, should be implemented, and totaling 39. But it can't be from Article 10, out of 39 agreements to select only one and to be decided just like being dandled in front of horses, to become essentially a prerequisite. So, such a condition I did not accept.

It is a shame that European emissary Lajcak has accepted such conditioning and conditioning from Serbia that has accepted Mediator Lajcak, has done so in violation of his function as facilitator and mediator, but I could not accept such a thing by violating Kosovo, whose prime minister I am.

So, even this other document, which is older than six months ago, that represents Serbia's constitutionalisation document, that once we look at it and then we also see it now and we haven't been aware there is such a document.

It can't be called a proposal, because when you read the content, you'll see that it's conditioning, and we've already made a proposal, and it's a shame how exactly when I'm constructive and I'm making proposals triggers a kind of nervousness in the room and it makes dialogue difficult.

I once again thank you all for your patience and I express once again my full willingness that each article from 11 points of the Basque Agreement, each sentence of 6 prembullas and each of the 12 points of the Ohrid Annex, I'm willing and interested in implementing it an hour ago, in full, without any means.
