Kurti returns dialogue with Serbia that does not have mutual recognition, but the foundation of Zajednica and alone concern for Serbs

On 14 September, Kosovo Prime Minister Albin Kurti and Serbia's president, Aleksandar Vuciq, will return to the table of mediated dialogue and facilitated by the European Union. This dialogue, which has taken its course with the Ohrid Agreement (18 March 2023), does not contain the mutual recognition of the two states, but agrees with Prime Minister Kurti [...]

That the mid-September meeting will happen in order to implement the Ohrid Agreement and its Annex has been officially confirmed by Kurti's cabinet.

“The tasks are for implementation of the agreements. Everything else contributes to normalizing the reports. We go to Brussels to implement the agreement we have agreed on and we believe it should be signed. It's good to sign, we agreed to sign for it. But what exactly is said in these two articles that have sparked great criticism in Kosovo's political debate shortly after Kurti reached agreement in Ohrid, Macedonia and public expression of his readiness to sign the contents of the Ohrid Agreement?

The contents of Article 7 of this agreement have sparked fears in Kosovo that this could lead to autonomy for Serbs in Kosovo. Unlike critical voices, Prime Minister Kurti has defended this article, saying it is not about self-rule.

The two sides commit themselves to achieving specific arrangements, in line with relevant instruments of the Council of Europe and using existing European experiences, to ensure an appropriate level of self-awareness for the Serb community in Kosovo and access to services in several specific areas, including the possibility of financial assistance from Serbia and direct communication channels of the Serb community with the Government. The sides will formalise the status of the Serbian Orthodox Church in Kosovo and offer a high level of protection of Serbian religious and cultural heritage, in line with existing European models”, says Article 7.

With the Ohrid Agreement, Prime Minister Kurti, who came to power with opposition to the Association of Communities with the Serbian Majority, which he referred to in Serbian, “Zieednica”, has acknowledged its foundation.

This article undermines Kurt and Vetevendosje's several-year opposition. According to him, Zajednica is dangerous for Kosovo citizenship. With Zajednica, according to Kurt once, Russia comes to the Ibër Bridge in Mitrovica and its president will have Putin and Medvedev's phone number.

The most vocal against the Ohrid Agreement, as a nonpolitical voice, has been shown by former Constitutional Court Chairman Enver Hasani, who is also a professor of international relations and law in the UP.

Hasan has shaken the opinion in Kosovo just three days after reaching the agreement in Ohrid. According to him, with the Ohrid Agreement, Kurti has left open the possibility that Kosovo's status will be renegotiated in the future with Serbia.

However, the Ohrid Agreement reached on March 18th 2023 has nowhere in its content the possibility of mutual recognition between the state of Kosovo and Serbia. In her 11 articles, there is no mention of such a possibility.

For dialogue to end with mutual recognition has been the constant demand of Kosovo institutions, but also of Kosovo's international state partners. However, Prime Minister Kurti has agreed that the Ohrid Agreement does not contain any of these. /democracy. com
