The last “Draft of the EU special envoy for the implementation sequence of the Basic Agreement was split with Kosovo's chief negotiator on 19 July. It offered a marginal modification compared to the previous draft. At the September 14th summit in Brussels, only the Kosovo prime minister presented a substantial and comprehensive draft. The EU and Serbia presented nothing but insisted to accommodate Serbia's bid to focus solely on the AKS. Each alternative report is a clear and deliberate distortion of truth”, Bislimi wrote.
