“CEC organises elections, not mini-referend”, Daka for Administrative Guide of northern municipalities

Krasniqi has said that the Guide is aimed at determining the initiative procedure, organising and handing over the citizens' initiative to remove the mayor from office, in accordance with Law No. 03L-040 for Local Self-government.
The former head of the Central Election Commission, Valdete Daka, has spoken about drafting such a guideship.
Daka said that this directive cannot open the way for elections, since it has given the CEC powers it does not have.
She said the CEC is the institution that organises elections and not such a mini-referentum process.
I consider that this guideline is not a guideline that can open the way for elections because it has given the CEC some competencies that it does not have. I consider that the voting process for the removal of mayors as if the elections could not be held. The CEC is the institution that organises elections and not such a process of a mini-referendum which they claim to develop with this directive, but remains to see what will happen next”, she said.
Daka further added that the issue of resignations of the mayors is a matter of their will and that they cannot be forced to resign.
“The question of the resignation of the mayors is a matter of their free will, they cannot be forced to resign as the issue of signing signatures through a petitioning petition indicates that we are dealing with a kind of referendum for which Kosovo does not have law, so with administrative guidelines it cannot be met with a KQZ component which this institution does not have. There it ends the whole way for me, and there's no way but for these mayors to resign if they want to. Since any involuntary resignation is illegal”, aka said in a statement issued for “Gazeta Blic”
Maintaining new elections in the four northern municipalities was part of the co-ordination between Kosovo and the EU for extending the situation to the country's north.
