Volodymyr Zelensky posted an image of the building involved in the fire as a result of Saturday night's attack around Cupiansk, in the Kharkiv region.
“This war crime says everything about Russian aggression,” he said.
Russia has not commented on the case. She has previously denied all charges of targeting civilians or war crimes.
The town of Kupiansk and nearby settlements were occupied by Russian troops in the early days of the start of Ukraine's full-scale invasion by Moscow, launched in February 2022.
The area was released during a Ukrainian counteroffensive last September but placed under rockets and grants every day, the BBC writes.
