PDK accuses Hyseni: Thousands of money has been misused for the “January Flack”

Through a media communique from the PDK in Gjilan, they say the manifesto “Flaka of January”, which is traditionally organised to mark the work of martyrs, natives and great rebels of the nation under use, would have a total of 59,771,98 euros, but turned out to be paid more.

It's shameful and scandalous, how the VV governance at the helm with Alban Hysen through the nationwide manifestation of January's Flekka, traditionally organized to mark the work of our nation's martyrs, natives and rebels, has terribly misused misused Gjilan taxpayers' money.

Heroes have taught us how rebellions for homelands and freedom, not so, under the garment of power become thieves.

The Democratic Party of Kosovo will not hold back from major and ongoing abuses, which are occurring from the VV government in Gjilan. Even when we were coalition partners, The PDK will now, both as opposition and opposition, not allow the municipality VV budget in Gjilan to spend grapes and bruises, through uncontrolled subsidies and economic spending that municipality chairman Alban Hyseni is making through harmful deals, contracts and non-legal decisions, double payments of spending and free of tenders.

For organising the January Flapa manifesto, municipality chairman Alban Hyseni through DKRS has signed 7 agreements with different NGOs and its decisions worth 59,771,98 euros for the realisation of all artistic cultural activities. While the total expenditures have been paid, over 84 thousand euros have been hidden from the January Fire financial reports and over 24 thousand euros have been misused.

Among those agreements, one is with NGOs in Varg and Vi worth 20 thousand euros, which has been dealt with by organising one of the pillars of this manifestation, which is the Tatia of Fla. According to the Directorate for Culture's financial report, Youth and Sports this bill was paid 20 thousand euros in advance on December 9th, 2022, while the implementation of the Flaka Tale was made from January 23rd to 28th, 2023.

Under this agreement with the NGO Varg and Vi, it has been planned in the budget of activities, even the payment of accommodation for theatre participants in the manifestation, worth 8,060.00 euros, and for food and cocktails worth 7 thousand euros.

But what happened? In June 2023 (after the coalition's collapse, so when they have a chance to cover their abuses) from the municipal budget, a bill has been paid on behalf of accommodation, food and drink, worth 24,725.40 euros, in one of the Gjilan hotels where the 21 actors in Prizren and the National Theatre have stayed. This bill is nowhere in evidence of unpaid duty until May 31st, 2023, so it's hidden as a case.

So the municipality of Gjilan has paid twice for food and hotels. He once paid 20,000 euros under the deal with the NGO Varg and Vi and once again the hotel bill, worth over 24 thousand euros. So, they've spent on January flame over 400,000 euros just for accommodation and food.

The PDK as a political subject cannot disclose any abuse on the part of the NGO Varg and Vi, but we seek accounts and public answers from municipal institutions. We have other scandalous information, but we're awaiting evidence about how every organization and project is being misused in the municipality of Gjilan.

For the public's explanation, these payments are officially confirmed through email from managing assistant (H.R.) of municipality President Alban Hyseni, who, although trying to reason somewhat, he missed for 6,090.00 euros when we requested additional clarification of what expenses were paid to hotel bills, saying that two as acommunations of 3,910.00 euros have been paid and 14,72540 euros, which are 18,635,40 euros, so there is no guarantee of payment for this fate.

For this next scandal, along with this public denouncing, we are presenting only a few of the official documents of the Gjilan municipality, while publicly inviting the institutions of justice to initiate investigation into this case of abuse, but also for the other cases that we've presented to the community days before, as serious legal violations and strong elements of criminal work, directly done by the chairman of Gjilan.

The PDK will not stop, will fight against major evil in Kosovo and Gjilan.
