Water users are operating without permission, the Ministry of Environment does not spoil their balance

Some 38 users of water companies have been reported having expired with water access and were no longer continued due to the failure to pay off accumulated debts. The same ones are still working today, even though they don't have a license.

“From the reported data 19 of these companies are ambalizers who have largely expired with water access to the 2013-2016 period. These users continue to use water without water permits and without fulfilling the financial obligation. The water inspector had not taken concrete action during the year 2022 to disrupt their activities on the basis of their competencies, even though the case was raised in advance years auditing” reports.
According to the ZKA, this has happened in the absence of the action company from the ministry for the avoidance of this phenomenon, and because of the unequivocalness of Government's decisions on pardoning and facilitating debts in the case of economic operators that ambalizing water.
“The impact of the lack of necessary actions on the prevention and regulation of such phenomena affects the uncontrolled exploitation of water, the underestimation of cash and income accounts, as well as damage to the ministry's” budget, the audience said.
According to the ZKA, the minister must ensure that regular monitoring of Kosovo's water use and in cases where water users operate without water permits or expired, concrete measures are taken to prevent illegal actions under the provisional provisions of the legal framework in force.
