Recognitions of justice cases estimate that at Belgrade's command, criminal groups in the north are aiming at defuncting Kosovo's citizenship. In their view, the institutions of justice will not even be easy to identify them to bring them to justice. In addition to the difficulties in establishing constitutional order there, law connoisseurs require co-ordination with international allies.
Lawyer Ardian Bajraktari says of Online Economy, that through criminal activities and violent protests, they aim to defunct the entire territory of Kosovo.
He initially considers the north political problem and that the groups operating there are informed by Belgrade.
Now we all know that as far as the issue of the north was before it was the legal problem in the first place is the political problem and I have the impression that a part of those organizing activities which, of course, are in my obedience to our judicial order, they are designed by the specific mechanisms of Belgrade policy which, in the first place, insists that they become defunctive and destabilised as much as the northern part is possible and then that they have the space and capacity with defunctived the rest of our Republic<1> says Baytar.
Bajraktari has praised the work of security institutions in achieving the capture of suspects for attacks in the north.
He hopes responsible institutions will act as provided with legislation.
“Now if we expect to have a confirmation from the Serbian president it's never going to happen, but before we all need to see the motives that push all these individuals, but also groups that organize such activities and, of course, how we've been able to see them are to prevent the expansion of sovereignty and the order of calmness, but it's encouraging that some of them are banned by our institutions of justice, and I'm hoping that the same will work effectively in putting all these bodies before the ranks of the order as permitted by the legislation.
And the other lawyer, Musa Damati, has seen the situation in the north as serious and challenging for constitutional order.
The situation in Kosovo's north is also in the past, but especially in the past few months is extremely fragile based on what we are seeing. It is an extremely large challenge of constitutional and judicial order there and it is an unprecedented challenge in democratic countries to confront such a chaotic situation in terms of rule of law”, Damati says.
He says Kosovo will have difficulty identifying criminal groups there. He has requested co-ordination with international partners for rule of law in the country's north.
The key is to the north of Kosovo on the basis of information, different groups with unknown bangs operate, and it is in reality the challenge of the Republic of Kosovo becoming their identification and to establish rule of law in that part. Unfortunately, the Republic of Kosovo has only been destabilised in recent months as regards the country's north. Crime exists in every country of the world, even in countries with high democracy, but what we are seeing is a serious challenge of the constitutional and judicial order of the Republic of Kosovo in the northern part of the country. I think we need a closer co-ordination with international allies but also a determination to extend full rule of law to that part of the country”.
