But, to this initiative, the Kosovo Communist Association has reacted.

Ibrahim points out that during meetings with the group working on planning the strategy for treating stray dogs, they have insisted on and made pledges from the central level, that treatment of stray dogs will be followed by financial means, where the government has not heard association and then on the field is running through implementation.

According to him, municipalities cannot take action until the government has to do the problem itself, co-ordinating with municipalities rather than becoming such administrative guidelines.

This is seen in the past as well as based on our experiences, the experiences of the mayors, it turns out that if we truly want and sincerely want to deal with this problem, this problem should be addressed by the central level, closely co-ordinated with the local level, not such actions, to draw up these administrative guidelines that only carry competence, but not even financial instruments”, adds Saban Ibrahim.
The AKK chairman estimates that some small municipalities cannot build shelters for dogs, while the government's action calls it incorrect, that municipalities can only shoulder responsibilities and not financial means.

This is not fair and correct what is happening from the central level”, says Sahan Ibrahimi.
