Anex that Kurt and Vuciq have today: 15 days after the signing becomes Zaednica [Document]

The document, called the Anex of European Plan Implementation, agreed on between Kurti and Vuciqi in Brussels, is expected to be today the main elite in Ohrid.

What is called Annexi or the implementation plan and Periscope has it, predicts how the European plan [the German-franco] will be implemented as well. ]

Points 3 and 7 of this European Plan implementation plan appear to be among the most problematic.

The point 3 of this Annex (the implementation plan) envisions that 15 days after it is signed, the Management Team, will meet for the draft of the Association statute.

“Not later than 15 days after the signing of the basic agreement, the Managing Team will meet to submit the first draft of the Statut to ensure a proper level of self-management for the Serb community in Kosovo in the EU-launched dialogue. After which the parties will start negotiations immediately for the statue under EU relief”, that point says.

Here is the entire Anex [European plan implementation] test:

1. This Anex is an integral part of the agreement.

2. This Anex describes the sequence of events for implementation of the agreement. These events stem from the obligations of the Pauls mentioned in the articles 1,4.7, 8, 9 and 10 of the agreement. All other articles will go into effect with the signing of the agreement.

3. No later than 15 days after signing the basic agreement, the Managing Team will meet to submit the first draft of the Statut to ensure a proper level of self-management for the Serb community in Kosovo in the EU facilitated dialogue. After which the parties will immediately start negotiations for the statue under EU relief.

4. With the presentation of the first draft of the Statut and the start of negotiations for it, the Pauls will officially enable entry into force immediately: a) mutual recognition of their respective documents and national symbols (points 1 (2) of the Agreement); and b) Exchange of permanent missions under a preliminary agreement on practical arrangements (point 8 of the Agreement)

5. The parties commit to finalising negotiations and agreeing to the statute in an accelerated timeline, but not later than the deadline mentioned at Article 8 of Annex. Kosovo vows to ensure the legal sustainability of the agreed charter and adopt it by adopting a decree.

6. Within 30 days after signing the agreement, the sides will create: The Joint Committee to Monitor the EU-led implementation of the Agreement (point 10 (1) of the Agreement) and will agree on the Committee's Reference Terms.

7. Within 30 days after the establishment of the Joint Committee, Kosovo will formalise the status of the Serbian Orthodox Church in Kosovo and launch internal procedures for the protection of Serbian religious and cultural heritage objects, according to the EU's (point 7 2) facilitated dialogue.

8. Within 150 days, I saw the signing of the agreement, the EU, along with other donors. It will organise a high-level conference to approve a special investment and financial support package, Article 9 of the Agreement. No reaction from the package will take place before the EU facilitator concludes that all provisions of this annex and Article 4 of the basic agreement have been fully implemented. /Periscopi/
