How did the Agency's assets rent: AKP board deputy lied publicly

On February 13th, 2023, the Kosovo Privatisation Agency's Education Report has been discussed on the Commission for Business, Labour and Transference.

Through request for access to public documentsPeriscop has been offered lists of current properties from the AKP. There are 1150 assets on the list for which the AKP incasons access to monthly bases.

Much of it has been given in use in open public tenders. Also, a portion, as it says in the report, is inherited.

Periscope has found there are about 200 assets that are issued in rent through direct negotiations.

These assets have been rented by the current AKP board.

Adjusting the AKP's 2014 rental procedures for social enterprise assets, Article 3 stipulates that “in the rental procedure necessarily applies to the public tender method by simultaneously implementing the principles of free, public competition and transparency“.

This way of contracting by bypassing public declaration procedures endangers the principle of competition, transparency and the achievement of value for money. It is even the opposite of what Dautaj himself has said before the Parliamentary Commission.

So, as seen in some cases, the current AKP board has linked contracts by treating property users as usurpors based on the AKP's Association Assistance Guide, which, among other things, envisions entry into contractual relations is done through negotiation by the AKP-defined commission.

What stands out is that the price is too low for these rents. Lower than market prices. Land, agriculture, plantations, warehouses, locals, objects, etc., are some of the types of assets that have been rented for business and legal negotiations.
