Ibrahim, in a statement to Telegrafi, said that under the 2023 World Trade Exchange Act at Article 6 on the municipality's own incomes, it is said that the unspensed balances of self-invented municipalities from the 2022 fiscal year, deposited in the Kosovo Fund and registered in the SIMFK as a budgetary division for a municipality, are divided for 2023 fiscal year according to the authorization of the LMFPPPPPP, maintaining the cost structure and with the decision of the Commission.
“This is the first time such a provision is envisioned with the law on budgetary division because it has been said that personal revenues can be carried by fiscal years, and not just from a preliminary year”, he said.
This means that municipalities will be transported from 2022 to 2023, but they will by no means have their own revenues from the previous years - 2021 - they will not be transported to municipalities in 2023. In this case around 37.5m euros will not be transported to municipalities in 2023, and these vehicles will be kept suspended by the Government of Kosovo.
In this case, these tools which are dedicated to capital investments in improving the lives of citizens cannot happen. The only solution to this problem is to institute the Law on Budget Breaks, where Article 6 of 9 will be changed and the carrying of its own revenues will be allowed to municipalities even by 2021”, he said.
