In a press communiqué, this council suggests that 3 principles concerning the failure of the Constitution of Kosovo should be non-ethnic, as well as cannot be addressed by the final agreement between the Republic of Kosovo and the Republic of Serbia, as two sovereign states, should be applied to the establishment of association.
“As far as the agreement is concerned with establishing the Community of the Serb Majorities in Kosovo, The KAS brings attention that the founding of this community has remained open issues since 2015, and that has occurred because of the reasonable fear in Pristina that that entity can be transformed into an instrument of Serbia to undermine the state sovereignty and constitutional functionality of the Republic of Kosovo.
To avoid such danger, any action or eventual process regarding the establishment of the Serb Majority Community in Kosovo must be based on three fundamental principles:
Firstly, the Community of Communities with the Serb Majority should not violate the founding constitutional principles of the Republic of Kosovo, such as sovereignty, the superiority of the constitution and the unitary character of the Republic of Kosovo.
Second, the Serb-based municipality of municipalities in Kosovo cannot be the one-entity structure, nor can the middle power be between the central level and specific municipalities.
Thirdly, the Community of Communities with the Serbian Majority cannot be treated inexorably by the final agreement between the Republic of Kosovo and the Republic of Serbia, as two sovereign and independent countries that recognise each other as such,”, is written among other communities.
The Council of Albanian Ambassadors expresses full confidence that the Republic of Kosovo, as always, will behave as a responsible state, preserving state interests and strategic alliances, dedicated to peace and stability in the region and Euro-Atlantic integration.
