Babis é, who served as prime minister during 2017 and 2021, admitted defeat in a speech to supporters shortly after the results were declared.
The former general will replace Milos Zaman, whose second term ends in March.
The second round runoff between Babis and Pavel was portrayed as a contest between populist oligarchy and liberal democracy.
Election results follow a campaign marred by alleged death threats and dezinforms.
