However, there seems to be finally positive movements from these two skeptical countries.
The rapporteur for Kosovo in the European Parliament met on Wednesday with the special emissary for Kosovo-Serbia dialogue, Miroslav Lajcak.
In an interview for T7, Violet von Cromon neither denies nor claims there is a new framework for the agreement between the two states.
But how careful is the European Union towards Serbia's recent agreement with Russia?
Serbia is the only state in the Western Balkans that has not imposed any sanctions on Russia.
