The Alban Hysen municipality makes half a million wood trading at the expense of the budget

The Gjilan municipality two months ago had sold a supply of wood in its No.3302) forest and then bought wood from the same company that sold it.

At a public auction, the wood was sold to the company “MUS 1” KPS for 50 euros m3. Later, the municipality was forced to buy wood for its own needs, and a few days ago, the contract was linked to the same company and the other company at the N consortium. T.P. “Fusha” To buy the same beech wood, a total of 93 m3 was paid. Except that's where the transportation and cutting entered. Whatever the case, transportation and cutting could not affect the amount greater than 15 euros m3 in the large amount the municipality has purchased.

Random, public institutions sell their belongings through public procurement procedures, and through these procedures also make purchases or supplies.

How did the procedure begin?

Initially, at the end of September, the municipality opened public auctions for the sale of an amount of 6 types of timber mass.

For this procurement procedure, the municipality had accepted two offers, of the company “Zuka Comece” shpk, and “Matur SH1” shpk. The winner has emerged after submitting the highest overall bid of 57535, 60 euros.

The municipality has sold six species of wood, but firewood -ah m3 has been sold for 50 euros. The amount of 130.10 has been sold for 6505 euros, while bung -qar wood is 51 euros m3, the amount of 490. 60m3m worth 25.020, 6 euros.

In September, the municipality opened a high value tender for wood supply and diapers.

The value of the contract is over half a million euros, or exactly 578, 760.00 euros, and the deviation allowed by the total indicator value is +-30 per cent, which means the contract can increase plus 30 per cent.

Despite this, transportation and cutting of the equipment are involved.

For this tender, the municipality has received two offers of the winning company in Conzeroum 1. “Mount Sh1” N. T.P. “Fusha” and 2. NTP “Source”, but this one is named irresponsible.

We think the owner of the winning company in Conzercium N. T.P. “Fusha” is Syleman Field, brother of the Podujevo municipality's driver, Speedy Bulliqi.

The contract Periscop has seen contains ahu wood: amount 5, 110,00 m3. The price for m3 93 euros. The total price is 475, 230 euros.

Tree bus: The amount one, 210,00 m3. The price for units of 93 m3. The total price of 112, 530 euros. Total tools that municipalities will spend on wood purchase will be 587, 760 euros.

In the contract, it has not been specified how much it has cost separately just to buy wood and how much transport and cutting it to the size required by the municipality. Even so, in any account it turns out that the municipality has bought the wood from the same company more expensive than it has sold its own, and the odds are that it has bought a large amount of wood that it has sold itself.

Based on the recent data of the Kosovo Statistics Agency on November 15th, 1 m3 ahu and bung firewood in markets is costing 50 euros, which means the municipality has bought wood on market prices as well.

Just two days earlier than Gjilan, the Lipjan municipality has carried out the same contract and their transportation and sawing services.
