The Express newspaper reported exclusively a week ago that Borell proposed Lajcak, even formally to mediate in Kosovo dialogue Serbia.
According to the document published by the paper, Lajcak has a mandate of 11 months, in the task he is expected to take.
President Hashim Thaci has come up against Lajcak's appointment as a special EU envoy, because Slovakia has not recognised Kosovo. Meanwhile, incumbent Prime Minister Albin Kurti has not been declared against him.
