The specialist accuses the president and deputy leader of war veterans of mentioning names of persons who had collaborated with the Special Investigative Task Force (TFHS), which had conducted criminal investigations into claims containing the Council of Europe Parliamentary Assembly Report (APKE) of 2011, entitled “The Inhuman Treatment of Persons and the illegal trafficking of human organs in Kosovo”.
On September 16, 2020, Hysni GUCATI and Nasim SARADINY, in the quality of OVL-KLA chairman and deputy chairman, respectively, held a press conference (second press conference) in which Hysni GUCATI said OVL-KLA had received another package of documents. He told those present that they could obtain documents (The documents issued during the second time). While showing one of the documents, Hysni GUCATI mentioned by name two people who had collaborated with TFHS. 14. Nasim HAREDINY reiterated the name of a person who was already mentioned by Hysni GUCATI, named after another person who had collaborated with TFHS, and revealed confidential and non-public information about confidential investigations. Nasim HAREDINY told those present at the second press conference that the documents were available to all and told those in attendance to receive them”, the indictment reported.
Through press conferences, Haradinaj's Gucati and others, who are not named, are accused of obstructing or trying to prevent the procedures of specialised rooms. The two former OVL leaders, according to the indictment, were organisers of a group that offered the public confidential special documents.
“Midis on September 7th and 25th 2020, Hysni GUCATI, Nazim HAREDINaj, and several others (Helpers) through severe threats and/or acting together, prevented or attempted to prevent the DHS procedures. Enter GUCATI and Nasim SARADINIA organised and co-ordinated the group that carried out such actions. In particular, as described in paragraphs 6-9, 11-14, 16-18, and 2021, in more cases between September 7 and 25, 2020, Hysni GUCATI, Nazim HAREDINY, and/or assistants (i) distributed confidential information (i); (ii) accused witnesses mentioned in confidential information that they were, among other things, liars, spies and traitors; and (ii) stated that with the distribution of confidential information and other actions in connection with them, they were intent on preventing DH1-HWSWS) procedures in the act.
According to the charges, Haradinaj's actions caused the investigation and effective prosecution of crimes to be jeopardised and had real consequences in the prosecution.

Chief Special Prosecutor Jack Smith accuses them of fearing witnesses and members of their families by endangering their safety and livelihood.
“in particular, the actions and inactions described in paragraph 30 above violated the fundamental rights of witnesses guaranteed in the Constitution of the Republic of Kosovo and the European Convention on Human Rights. Witnesses and/or members of their families were frightened and put at risk the security, privacy, reputation and livelihood of” are said to be further in the published indictment.
