The MP from Vetevendosje's ranks, Arben Rexaj, estimates that the government must implement resolutions adopted by MPs, since, according to him, they also express the will of citizens.

Those resolutions that pass by I think the Government should take and apply them immediately because they express the will of citizens, since MPs actually represent these interests and since MPs vote for those resolutions. I think the Assembly should be as active as it can be at preamble resolutions for Government, either in discussions of the crossings for the bills”, he said, for EO.

While Democratic Party of Kosovo deputy Blerta Deliu-Codra has said the resolutions should be taken into account by the government because they are not being implemented, even though they are being adopted.

Despite the fact that, in a judicial way, resolutions are more prominent as soft laws since they do not have their binding and binding effect on Government, I consider that the Government of the Republic of Kosovo would have to take into account. They express the political will of the representatives and, of course, have an interest in the government implementing timely”, it has indicated.

This MP has said that only those resolutions that have been adopted in agreement with Government have found application.

We have not managed to be applicable to the citizens of the Republic of Kosovo. Only those resolutions that have been co-ordinated with the Government have had their implementation effect, but the resolutions that have come from the Parliament have failed to get the support of deputies”, Deliu-Codra has been expressed.

Under it implementation of resolutions would help mechanisms to strengthen democracy in the country.

Only in the first year of the current legislature have 16 resolutions been proposed, with 6 of them adopted.

The large number of resolutions adopted by MPs, which are not being implemented according to the Assembly monitors, is happening for three main reasons.

Agnes Haxhiu, from the Kosovo Democratic Institute, says there are three problems why the resolutions do not enter into implementation, the main one, is that resolutions proposed by one party are not supported by other parties in the Assembly.

“The Assembly does not have a implementation mechanism for these resolutions, but institutions which do not implement them and therefore most of the resolutions adopted by the Assembly remain unmet in practice”.

The second “is that there is overlapping a resolution to another that has been adopted earlier, for example, for dialogue since 2011 when the dialogue process in Brussels has begun, 15 resolutions for the dialogue process and issues related to relations with Serbia, and there are cases where two resolutions or more are on the same issue, and then that problem diminishes the effect and importance of resolutions”.

And the third problem, which is the most important, is that in most cases resolutions proposed by one party are not supported by other parties in the Assembly. Suppose those proposed by the parliamentary majority are not supported by the opposition or vice versa. There are times when one parliamentary group proposes and then is not supported by any other parliamentary group. This has actually been very expressed during this legislature this year for this reason, we have another 10 resolution proposals that have not yet been adopted, because in most cases there has been no attempt by the proposers of resolutions to harmonise them with other groups, and therefore there is no quorum for decision-making of these resolutions because in most cases they are an expression of the political will of a parliamentary group whose content is not acceptable to other groups, and this weakens the role of resolutions that even those adopted are in the session of the 911 session, Haxhiu concluded.
