The Council of Europe, an organisation that Russia has just returned to, ”, writes Koci in a post in '{0}' Facebook.
Russia returned to the Council of Europe after the suspension was held due to Ukraine's annexation of Crime.
Koci's reaction comes after Congress Local and Regional Authorities at the Council of Europe, for security reasons decided the withdrawal of observers scheduled to bring to Albania on June 30th. This decision has been forwarded to the European Council office in Tirana.
