The office of the president of Kosovo is holding illegal task officers in the position of Director of Information and Communication with the Public, in the position of Secretary of the Office of the President, as well as in the position of the Board and Finance Division Leader.
The National Audition Office has issued this findings, but despite this presidency it is not interested in clarifying whether to take action in this regard.
The newspaper Alo has tried to get answers from the President's office whether to announce competitions for these positions, but the latter have been unable.
Analyst Artan Demhaya has said this practice is taking place in other institutions as well. He says he is misusing legal and that audience recommendations are not being taken into account.
“The president's office, but others are continuing with this ava of positions with a task officer out of advance time. This is being legally misused because more than six months are not allowed and after that time it must be done differently. I think the findings have been major with recommendations that it not continue with such practices. I think it should stop this practice because the budget of institutions is being damaged and it doesn't go on like this”, Demhayan said.
Political analyst Ramush Tahiri has said that the continuation of the task's lead positions is done for its party purposes.
Tahiri says most institutions act that way with the reason for their party people not leaving.
Subtitles by task manager allows me to introduce its party people so these processes are being done with clientism. This is for its own favour to its party militants. The opportunity is used to position people. Most institutions are taking advantage of it this way by taking no competitions at work among close people”, Tahiri has said.
Unlike the General Auditor's Report, the practice of covering the UD's positions for long periods of time except that it is not in compliance with legislation in force risks the positions being managed by persons who do not meet the necessary criteria in the absence of open competition.
