Government survival is not being seen as problematic as making decisions and providing support in the Assembly for implementation.

After confirming the removal of the Serbian List, the Kosovo government, which had been elected by 61 votes in the Assembly, remains officially now in the quota of 51 votes, meaning it has lost the majority. However, the government is continuing its constitutional work and mandate despite this fact.

Analyst Krenar Gashi, political science researcher, told Radio Free Europe, that Kosovo's political system enables a government, after losing the majority in the Assembly, to rule as a minority government.

“With complications made after the 2014 elections, with the Constitutional Court's decisions concerning the government's formation process, it has not been in some way possible, with this political division we have, for the opposition to assemble a majority and bring down the government. Therefore, the government can function as minority government by the end of the mandate or until the opposition can gather a majority and bring down”, Gashi said.

Analyst Gashi has added that, however, practices in Kosovo have shown that the functioning of a minority government is nearly impossible, because such a government -- even due to interparty resentment -- cannot get the support of the opposition even for adopting laws for which the opposition could be reconciled.
Artan Murati, analyst from the Kosovo Democratic Institute, speaking of Radio Free Europe, expresses the opinion that the political will of opposition parties, the Democratic League of Kosovo, Vetevendosje Movement and the independent MP group will determine the manner of functioning of Prime Minister Ramush Haradinaj's government, given current numbers in the Assembly.

“What can be expected from the Haradinaj government, now in the coming days, a perhaps much larger co-operation with opposition subjects. Not because the Government wants it, but this co-operation will somehow be binding, if it wants to pass even the simplest laws, for which the simple majority of votes must be”.

Let's not talk about more complicated issues where other voting methods are required. Therefore, to a large extent the functioning of the Haradinaj Government will be conditioned on how much they will be able to accommodate perhaps even opposition demands that could come in front of the prime minister or government cabinet”, Murati stressed.

But, given the situation created following the withdrawal of the Serbian List by the ruling coalition, will the government of Prime Minister Haradinaj be able to complete its four-year mandate fairly?

Analyst Gashi says it is difficult to predict whether the current government will fall or can function as minority government.

However, what we know is that because of the Serbian List, the government will not fall. Because the Serbian List, the exit from the government has not done it on principled issues, but only to get a more adut in a rotating negotiations with Albanians, with the Albanian government in Kosovo”.

“However, if one of the current ruling coalition partners and we have many parties in the coalition or more of these partners decide to have early elections, then the government can be dismissed within 24 hours”, Gashi praised.

Meanwhile, analyst Murati considers that on issues of particular importance, for which more general unity is needed, such as dialogue with Serbia or issues related to the European agenda, the support of opposition parties will not be lacking for the Government of Kosovo.

While, as for other issues of daily politics, I think we'll continue to see the constant clashes that we've seen, especially between the LDK and the AAK in greater measure”.

I think it's just a matter of time, until the political subjects agree to end this government, because I have an impression that neither subjects in the opposition, nor all subjects, are ready to go to the polls now. For this reason, perhaps no concrete steps are taken that would influence or bring down this government”, Murati said.

However, the Serbian List's exit from the ruling coalition has prompted the reaction of a part of the opposition spectrum for early elections.

The most vocal in the election requirement is the Democratic League of Kosovo, which estimates that the country has entered into deep institutional and political crisis.

“The government does not have the majority in the Kosovo Assembly, and according to the rules of democracy, this Government is considered down”, the LDK's stances say.
Otherwise, the Serbian List, which abandoned Government, in the Kosovo Assembly, has nine deputies, who have joined an MP representing the Goranne minority.

In the government that has already abandoned, the Serbian List has left three ministerial posts empty, one of the deputy prime minister and several deputy ministers' positions.

Given the current situation, the Government does not have the majority, but neither does the opposition have the 61 votes needed for the collapse of the government, unless it joins the Serbian List.
