It is noted that the EU High Representative will intensify his commitment to facilitating negotiations between Pristina and Belgrade, so that normalising relations in the form of a legally binding agreement can be achieved, Periscopi broadcasts.
The strategy also includes a “indexing” of steps required to complete Serbia's EU accession process by 2025, which is the best scenario.
So, at least by the end of 2019, among other things, Belgrade must meet the transitional criteria under Chapter 35, which concern Kosovo.
The document also says: “Serbia and Kosovo must achieve a comprehensive normalisation of later relations in this phase, which should pave the way for Kosovo's further substantial progress on the path to European integration. ”
All of this means that in less than two years, Belgrade and Pristina must close all controversial issues, given the peak pace of previous dialogue.
Interviewed at “Novosti”, however, believe that it is not impossible to reach agreement with Pristina by the end of next year, but with “helping” of influential states can happen. Thus, FPN professor Dragan Djukanovic believes normalisation of relations can be achieved by the end of this or beyond in early 2019.

The transition criteria Serbia must meet in relation to Kosovo are given in the EU's joint position for November 35th 2015.
