The confusion may be due to Rajoy's official title “government president” ) even though it is usually acceptable that the chief of the government of Spain is known as “prime minister”.
Trump called President Rajoy at least three times during their media conference, including during his opening remarks, writes Business Institute.
Similarly, Trump asked reporters attending the conference if they had any questions for “President”, referring to Rajoy.
