For its implementation, the Government must request approval from the Parliament for overstepping restrictions coming from the Law on Public Finance Management and Responsibilities.

In addition to allowing the temporary growth of the budget deficit limit, the Government must seek from the Parliament to change the minimum level of bank balance, as well as the approval of the Government to sign the loan prior to the adoption of the decision by Parliament.
