In early August, Kosovo President Vjosa Osmani, through a media conference, announced that she has withdrawn the request she submitted to the Constitutional Court on 22.07.2025, in connection with the Kosovo Assembly Constitutional Union. According to her, the subject's rapporteur has been appointed Radomir Lyban, for whom he considers there are activities that pose a danger to the constitutional order in Kosovo, Periscopi explained.

Today, however, Osman changed his compass.

KPresident's Media Director Bekim Cupina Osmani announced that Osmani would submit its comments to the Constitutional Court on the issue of the constitution.

According to analyst Halil Matoshi, Osman must seek clarification from the Constitution on two issues.

First of all, Vetevendosje -- as the first party to emerge from the February 9th elections -- is to make the choice of two deputy leaders from minorities.

As well as explaining what happens to the Assembly if not after the deadline, which is until September 30th, no trust agreement is reached for voting of the two vice-presidents.

It is quite clear that the two vice-presidents from the minority ranks, which have 20 guaranteed seats in the Assembly, are elected in the package by 61 votes plus.

And that made the majority ethnic and parliamentary responsible for voting the two vice-presidents with trust agreements and the majority of trust is shaking the country's constitutional order. The president must ask the Constitution to correct this fact: Is DETYRIM of the parliamentary majority (party that has won the most seats in the Assembly) the election of the two vice-presidents, as it is forced to reach 61 votes for the speaker proposing the first party! ?

And secondly, it should require the Court to precise the strict measure, what happens to the Assembly if no trust agreement is reached after the deadline for voting of two vice-presidents!”, Matosi said of Periscope.

Last week, the Constitution imposed temporary measures until September 30th, preventing elected deputies from taking action.

He also banned the development of any procedure to form a new government.
